Who has believed?

Isaiah 53:1–2 (The Living Bible)

            But, oh, how few believe it! Who will listen? To whom will God reveal his saving power? ²In God’s eyes he was like a tender green shoot, sprouting from a root in dry and sterile ground. But in our eyes there was no attractiveness at all, nothing to make us want him.

WHO HAS believed (trusted in, relied upon, and clung to) our message [of that which was revealed to us]? And to whom has the arm of the Lord been disclosed? [John 12:38-41; Rom. 10:16.]

2 For [the Servant of God] grew up before Him like a tender plant, and like a root out of dry ground; He has no form or comeliness [royal, kingly pomp], that we should look at Him, and no beauty that we should desire Him.

He had no form or beauty, that we should look at him:

¹⁶ But they have not all heeded the Gospel; for Isaiah says, Lord, who has believed (had faith in) what he has heard from us? [Isa. 53:1.]  ¹⁷ So faith comes by hearing [what is told], and what is heard comes by the preaching [of the message that came from the lips] of Christ (the Messiah Himself).
